This is a beautiful hat and I've not seen one like it before.
Made in the 1950's from thick pearlised crochet thread it is a neat little piece which is designed to sit either straight on the top of your head or tilted to one side.
It has been cleverly crocheted with a variety of stitches and the design is finished off neatly with 22 little bobbles which run around the edge of the piece.
Measurements
It is only meant to sit on a small section on your head, so it perches rather than sits fully on, and will work on up to a 21.5" best. It will need to be secured with a hat pin or some elastic.

Beautiful, no issues on the outer and the only minor point to note is some minor discolouration on the inner band.
