This is such an unusual piece.
Made in the 1940's and labelled Edith Rixon, this hat features an entirely wire frame which is covered with net in a floral design. Similar in shape to a fedora, it is designed to sit fully on your head and tilted to one side. It has a sweeping brim, which is slightly larger on one side, and a little lace bow on the crown.
